President George Bush in a speech to Congress on SEPTEMBER 11, (9/11) 1990, SAID THIS: "[The war in Iraq is] a rare opportunity to move toward an historic period of cooperation. Out of these troubled times...a New World Order can emerge."

   In his September 21, 1992 speech to the United Nations, President George Bush announced that foreign troops, would occupy America and train for a New World Order Army. He stated:

   "Nations should develop and train military units for possible U.N. peacekeeping operations. ... If multinational units are to work together, they must train together. ... The term New World Order (NWO) has been used by numerous politicians through the ages, and is a generic term used to refer to a worldwide conspiracy being orchestrated by an extremely powerful and influential group of genetically-related individuals (at least at the highest echelons) which include many of the world's wealthiest people, top political leaders, and corporate elite, as well as members of the so-called Black Nobility of Europe (dominated by the British Crown) whose goal is to create a One World (fascist) Government, stripped of nationalistic and regional boundaries, that is obedient to their agenda.

   "We will have a world government whether you like it or not. The only question is whether that government will be achieved by conquest or consent." (February 17, 1950, as he testified before the US Senate).

Their intention is to effect complete and total control over every human being on the planet and to dramatically reduce the world's population by two thirds. While the name New World Order is the term most frequently used today to loosely refer to anyone involved in this conspiracy, the study of exactly who makes up this group is a complex and intricate one.  For further research sources, please see the side bar on the left.

In 1992, Dr John Coleman published  Conspirators Hierarchy: The Story of the Committee of 300. With laudable scholarship and meticulous research, Dr Coleman identifies the players and carefully details the New World Order agenda of worldwide domination and control. On page 161 of the Conspirators Hierarchy, Dr Coleman accurately summarizes the intent and purpose of the Committee of 300 as follows:

   "A One World Government and one-unit monetary system, under permanent non-elected hereditary oligarchists who self-select from among their numbers in the form of a feudal system as it was in the Middle Ages. In this One World entity, population will be limited by restrictions on the number of children per family, diseases, wars, famines, until 1 billion people who are useful to the ruling class, in areas which will be strictly and clearly defined, remain as the total world population.

   There will be no middle class, only rulers and the servants. All laws will be uniform under a legal system of world courts practicing the same unified code of  laws, backed up by a One World Government police force and a One World unified military to enforce laws in all former countries where no national boundaries shall exist. The system will be on the basis of a welfare state; those who are obedient and subservient to the One World Government will be rewarded with the means to live; those who are rebellious will simply be starved to death or be declared outlaws, thus a target for anyone who wishes to kill them. Privately owned firearms or weapons of any kind will be prohibited."

Why the Conspiracy is Unknown

The sheer magnitude and complex web of deceit surrounding the individuals and organizations involved in this conspiracy is mind boggling, even for the most astute among us. Most people react with disbelief and skepticism towards the topic, unaware that they have been conditioned (brainwashed) to react with skepticism by institutional and media influences. Author and de-programmer Fritz Springmeier (The Top 13 Illuminati Bloodlines) says that most people have built in "slides" that short circuit the mind's critical examination process when it comes to certain sensitive topics. "Slides", Springmeier reports, is a CIA term for a conditioned type of response which dead ends a person's thinking and terminates debate or examination of the topic at hand. For example, the mention of the word "conspiracy" often solicits a slide response with many people.

What most people believe to be "Public Opinion" is in reality carefully crafted and scripted propaganda designed to elicit a desired behavioral response from the public. Public opinion polls are really taken with the intent of gauging the public's acceptance of the New World Order's planned programs. A strong showing in the polls tells them that the programming is "taking", while a poor showing tells the NWO manipulators that they have to recast or "tweak" the programming until the desired response is achieved.
The NWO Modus Operandi

The NWO global conspirators manifest their agenda through the skilful manipulation of human emotions, especially fear. In the past centuries, they have repeatedly utilized a contrivance that NWO researcher and author David Icke has characterized in his latest book, The Biggest Secret, as Problem, Reaction, and Solution.

The technique is as follows: NWO strategists create the Problem - by funding , assembling, and training an "opposition" group to stimulate turmoil in an established political power (sovereign country, region, continent, etc.) that they wish to impinge upon and thus create opposing factions in a conflict that the NWO themselves maneuvered into existence. In recent decades, so called opposition groups are usually identified in the media as 'freedom fighters' or 'liberators'.

At the same time, the leader of the established political power where the conflict is being orchestrated is demonized and, on cue, referred to as 'another Hitler' (take your pick: Saddam Hussein, Milosevic, Kadaffi, etc.). The 'freedom fighters' are not infrequently assembled from a local criminal element (i.e. KLA, drug traffickers). In the spirit of true Machiavellian deceit, the same NWO strategists are equally involved in covertly arming and advising the leader of the established power as well (the NWO always profits from any armed conflict by loaning money, arming, and supplying all parties involved in a war).

The conflict is drawn to the world stage by the controlled  media outlets with a barrage of photos and video tape reports of horrific and bloody atrocities suffered by innocent civilians. The cry goes up "Something has to be done!" And that is the desired Reaction.

The NWO puppeteers then provide the Solution by sending in UN 'Peace Keepers' (Bosnia) or a UN 'Coalition Force' (Gulf War) or NATO Bombers and then ground troops (Kosovo), or the military to 'search for Weapons of Mass Destruction', which of course are never found. Once installed, the 'peace keepers' never leave.  The idea is to have NWO controlled ground troops in all major countries or strategic areas where significant resistance to the New World Order takeover is likely to be encountered.
Who is the NWO?

The corporate portion of the NWO is dominated by international bankers, oil barons and pharmaceutical cartels, as well as other major multinational corporations. The Royal Family of England, namely Queen Elizabeth II and the House of Windsor, (who are, in fact, descendants of the German arm of European Royalty - the Saxe-Coburg-Gotha family - changed the name to Windsor in 1914), are high level players in the oligarchy which controls the upper strata of the NWO. The decision making nerve centers of  this effort are in London (especially the City of London), Basel Switzerland, and Brussels (NATO headquarters).

The United Nations, along with all the agencies working under the UN umbrella, such as the World Health Organization (WHO), are full time players in this scheme. Similarly, NATO is a military tool of the NWO.

The leaders of all major industrial countries like the United States, England, Germany, Italy, Australia, New Zealand, etc. (members of the "G7/G8" ) are active and fully cooperative participants in this conspiracy. In this century, the degree of control exerted by the NWO has advanced to the point that only certain hand-picked individuals, who are groomed and selected are even eligible to become the prime minister or president of countries like England, Germany, or The United States. It didn't matter whether Bill Clinton or Bob Dole won the Presidency  in 1996, the  results would have been the same. Both men are playing on the same team for the same ball club. Anyone who isn't a team player is taken out: i.e. President Kennedy, Ali Bhutto (Pakistan) and Aldo Moro (Italy). More recently, Admiral Borda and William Colby were also killed because they were either unwilling to go along with the conspiracy to destroy America, weren't cooperating in some capacity, or were attempting to expose/ thwart the takeover agenda.
The NWO's Role in Shaping History

Most of the major wars, political upheavals, and economic depression/recessions of the past 100 years (and earlier) were carefully planned and instigated by the machinations of these elites. They include The Spanish-American War (1898), World War I and World War II; The Great Depression; the Bolshevik Revolution of 1917; the Rise of Nazi Germany; the Korean War; the Vietnam War; the 1989-91 "fall" of Soviet Communism; the 1991 Gulf War;  the War in Kosovo; and the two Iraq wars. Even the French Revolution was orchestrated into existence by elements of the NWO.

The instigation of a trumped-up war as a cover for amassing  fortunes which can be dated back to at least the 12th Century when only a core group of nine members of the Knights Templar, kicked off the The Crusades that lasted for over a century and a half.

The core group mentioned above have been reported as being the military arm of a secret society known as the Priory of Sion, but this has been proven to be a hoax,

In 1307, the king of France, Philippe the Fair, coveted the wealth and was jealous of the Templars' power. The French king set out to arrest all the Templars in France on October 13. While many Templars were seized and tortured, including their Grand Master, Jacques de Molay, many other Templars (who had been tipped off) escaped. They eventually resurfaced in Portugal, in Malta (as the Knights of Malta) and later in Scotland as The Scottish Rites of Freemasonry, with Albert Pike playing a key role in defining a plan for establishing a world government.

The acquisition and consolidation of ever greater wealth, natural resources, total political power, and control over others are the motivating forces which drive the decisions of the NWO leaders. The toll in human suffering and the loss of innocent lives are non issues for these individuals.

                           The Council on Foreign Relations and the
                                              New World Order

For those who may be confused by the controversies surrounding the "New World Order", a One-World-Government, and American concern over giving the UN more power; those unaware of the issues involved; and those wishing more background, I offer the following.

Originally presented for an Honors Class, "Dilemmas of War and Peace," at New Mexico State University, the paper was ridiculed and characterized by Dr. Yosef Lapid, (an acknowledged and locally quoted "expert" on Terrorism and Middle Eastern affairs) as "paranoid... possibly a symptom of mental illness." You may judge for yourself.

Citing source data is the "scientific method," but does not seem to apply to "Conspiracy Theories." A thousand sources may be quoted, yet will not convince the "skeptics," the "realists." It seems to me the "symptoms of mental illness" are on their side, if they refuse to look at evidence ("There are none so blind as those who WILL not see"); or perhaps something more sinister is at work, such as a knowledge of the truth, that does not want YOU to know.

To be paranoid means to believe in delusions of danger and persecution. If the danger is real, and the evidence credible, then it cannot be delusional. To ignore the evidence, and hope that it CANNOT be true, is more an evidence of mental illness.

The issue involves much more than a difference of philosophy, or political viewpoint. Growing up in the midst of the "Cold War," our generation were taught that those who attempted to abolish our national sovereignty and overthrow our Constitutional government were committing acts of treason. Please judge for yourself if the group discussed is guilty of such.

If one group is effectively in control of national governments and multinational corporations; promotes world government through control of media, foundation grants, and education; and controls and guides the issues of the day; then they control most options available. The Council on Foreign Relations (CFR), and the financial powers behind it, have done all these things, and promote the "New World Order", as they have for over seventy years.

The CFR is the promotional arm of the Ruling Elite in the United States of America. Most influential politicians, academics and media personalities are members, and it uses its influence to infiltrate the New World Order into American life. Its' "experts" write scholarly pieces to be used in decision making, the academics expound on the wisdom of a united world, and the media members disseminate the message.

To understand how the most influential people in America came to be members of an organization working purposefully for the overthrow of the Constitution and American sovereignty, we have to go back at least to the early 1900's, though the story begins much earlier (depending on your viewpoint and beliefs).

That a ruling power elite does indeed control the U.S. government behind the scenes has been attested to by many americans in a position to know. Felix Frankfurter, Justice of the Supreme Court (1939-1962), said: "The real rulers in Washington are invisible and exercise power from behind the scenes." In a letter to an associate dated November 21, 1933, President Franklin Roosevelt wrote, "The real truth of the matter is, as you and I know, that a financial element in the large centers has owned the government ever since the days of Andrew Jackson." February 23, 1954,

Senator William Jenner warned in a speech: "Outwardly we have a Constitutional government. We have operating within our government and political system, another body representing another form of government, a bureaucratic elite which believes our Constitution is outmoded."

Baron M.A. Rothschild wrote, "Give me control over a nation's currency and I care not who makes its laws."

All that is needed to effectively control a government is to have control over the nation's money: a central bank with a monopoly over the supply of money and credit. This had been done in Western Europe, with the creation of privately owned central banks such as the Bank of England.

Georgetown professor Dr. Carroll Quigley (Bill Clinton's mentor while at Georgetown) wrote about the goals of the investment bankers who control central banks: "... nothing less than to create a world system of financial control in private hands able to dominate the political system of each country and the economy of the world as a whole... controlled in a feudalist fashion by the central banks of the world acting in concert, by secret agreements arrived at in frequent private meetings and conferences."

The Bank of the United States (1816-36), an early attempt at an American central bank, was abolished by President Andrew Jackson, who believed that it threatened the nation. He wrote: "The bold effort the present bank had made to control the government, the distress it had wantonly produced...are but premonitions of the fate that awaits the American people should they be deluded into a perpetuation of this institution or the establishment of another like it."

Thomas Jefferson wrote: "The Central Bank is an institution of the most deadly hostility existing against the principles and form of our Constitution...if the American people allow private banks to control the issuance of their currency, first by inflation and then by deflation, the banks and corporations that will grow up around them will deprive the people of all their property until their children will wake up homeless on the continent their fathers conquered."

Does that not describe the situation in America today?

The U.S. managed to do without a central bank until early in this century, when, according to Congressman Charles Lindbergh, Sr., "The Money Trust caused the 1907 panic, and thereby forced Congress to create a National Monetary Commission." Headed by Senator Nelson Aldrich, father-in-law of John D. Rockefeller, Jr., the Commission recommended creation of a central bank.

Though unconstitutional, as only "The Congress shall have Power...To coin Money, regulate the Value thereof..." (Article I, Section 8, U.S. Constitution) the Federal Reserve Act was passed in December 1913; ostensibly to stabilize the economy and prevent further panics, but as Lindberg warned Congress: "This act establishes the most gigantic trust on earth...the invisible government by the money power, proven to exist by the Money Trust investigation, will be legalized." The Great Depression and numerous recessions later, it is obvious the Federal Reserve produces inflation and federal debt whenever it desires, but not stability.

Congressman Louis McFadden, House Committee on Banking and Currency Chairman (1920-31), stated: "When the Federal Reserve Act was passed, the people of these United States did not perceive that a world banking system was being set up here. A super-state controlled by international bankers and industrialists...acting together to enslave the world...Every effort has been made by the Fed to conceal its powers but the truth is--the Fed has usurped the government."

Although called "Federal," the Federal Reserve system is privately owned by member banks, makes its own policies, and is not subject to oversight by Congress or the President. As the overseer and supplier of reserves, the Fed gave banks access to public funds, which enhanced their lending capacity.

Peter Kershaw, in "Economic Solutions" lists the ten major shareholders of the Federal Reserve Bank System as: Rothschild: London and Berlin; Lazard Bros: Paris; Israel Seiff: Italy; Kuhn- Loeb Company: Germany; Warburg: Hamburg and Amsterdam; Lehman Bros: New York; Goldman and Sachs: New York; Rockefeller: New York. (That most, if not all of these families just happen to be Jewish, you may judge the significance of yourself). The balance of stock is owned by major commercial member banks.

According to Devvy Kidd, "Why A Bankrupt America?" The Federal Reserve pays the Bureau of Engraving & Printing approximately $23 for each 1,000 notes printed. 10,000 $100 notes (one million dollars) would thus cost the Federal Reserve $230. They then secure a pledge of collateral equal to the face value from the U.S. government. The collateral is our land, labor, and assets... collected by their agents, the IRS. By authorizing the Fed to regulate and create money (and thus inflation), Congress gave private banks power to create profits at will.

As Lindberg put it: "The new law will create inflation whenever the trusts want inflation...they can unload the stocks on the people at high prices during the excitement and then bring on a panic and buy them back at low prices...the day of reckoning is only a few years removed." That day came in 1929, with the Stock Market crash and Great Depression.

One of the most important powers given to the Fed was the right to buy and sell government securities, and provide loans to member banks so they might also purchase them. This provided another built-in mechanism for profit to the banks, if government debt was increased. All that was needed was a method to pay off the debt. This was accomplished through the passage of the income tax in 1913.

A national income tax was declared unconstitutional in 1895 by the Supreme Court, so a constitutional amendment was proposed in Congress by none other than ...Senator Nelson Aldrich. As presented to the American people it seemed reasonable enough: income tax on only one percent of income under $20,000, with the assurance that it would never increase.

Since it was graduated, the tax would "soak the rich", ...but the rich had other plans, already devising a method of protecting wealth. As described by Gary Allen in his 1976 book "The Rockefeller File," "By the time the (16th) Amendment had been approved by the states, the Rockefeller Foundation was in full operation...about the same time that Judge Kenesaw Landis was ordering the breakup of the Standard Oil monopoly...John D...not only avoided taxes by creating four great tax-exempt foundations; he used them as repositories for his 'divested' interests...made his assets non-taxable so that they might be passed down through generations without...estate and gift taxes...Each year the Rockefellers can dump up to half their incomes into their pet foundations and deduct the "donations" from their income tax."

Exchanging ownership for control of wealth, foundations are also a handy means for promoting interests that benefit the wealthy. Millions of foundation dollars have been "donated" to causes such as promoting the use of drugs, while degrading preventive medicine. Since many drugs are made from coal tar derivatives, both oil companies and drug manufacturing concerns (many Rockefeller owned or controlled) are the main beneficiaries.

With the means to loan enormous sums to the government (the Federal Reserve), a method to repay the debt (income tax), and an escape from taxation for the wealthy, (foundations), all that remained was an excuse to borrow money. By some happy "coincidence," in 1914 World War I began, and after American participation national debt rose from $1 billion to $25 billion.

Woodrow Wilson was elected President in 1913, beating incumbent William Howard Taft, who had vowed to veto legislation establishing a central bank. To divide the Republican vote and elect the relatively unknown Wilson, J.P. Morgan and Co. poured money into the candidacy of Teddy Roosevelt and his Progressive Party.

According to an eyewitness, Wilson was brought to Democratic Party headquarters in 1912 by Bernard Baruch, a wealthy banker. He received an "indoctrination course" from those he met, and in return agreed, if elected: to support the projected Federal Reserve and the income tax, and "listen" to advice in case of war in Europe and on the composition of his cabinet.

Wilson's top advisor during his two terms was a man named Colonel Edward M. House. House's biographer, Charles Seymour, called him the "unseen guardian angel" of the Federal Reserve Act, helping to guide it through Congress. Another biographer wrote that House believed: "...the Constitution, product of eighteenth-century minds...was thoroughly outdated; that the country would be better off if the Constitution could be scrapped and rewritten..." House wrote a book entitled "Philip Dru: Administrator," published anonymously in 1912. The hero, Philip Dru, rules America and introduces radical changes, such as a graduated income tax, a central bank, and a "league of nations."

World War I produced both a large national debt, and huge profits for those who had backed Wilson. Baruch was appointed head of the War Industries Board, where he exercised dictatorial power over the national economy. He and the Rockefellers were reported to have earned over $200 million during the war. Wilson backer Cleveland Dodge sold munitions to the allies, while J.P. Morgan loaned them hundreds of millions, with the protection of U.S. entry into the war.

While profit was certainly a motive, the war was also useful to justify the notion of world government. William Hoar reveals in "Architects of Conspiracy" that during the 1950s, government investigators examining the records of the Carnegie Endowment for International Peace, a long- time promoter of globalism, found that several years before the outbreak of World War I, the Carnegie trustees were planning to involve the U.S. in a general war, to set the stage for world government.

The main obstacle was that Americans did not want any involvement in European wars. Some kind of incident, such as the explosion of the battleship Main, which provoked the Spanish - American war, would have to be provided as provocation. This occurred when the Lusitania, carrying 128 Americans on board, was sunk by a German submarine, and anti-German sentiment was aroused. When war was declared, U.S. propaganda portrayed all Germans as Huns and fanged serpents, and all Americans opposing the war as traitors.

What was not revealed at the time, however, was that the Lusitania was transporting war munitions to England, making it a legitimate target for the Germans. Even so, they had taken out large ads in the New York papers, asking that Americans not take passage on the ship.

The evidence seems to point to a deliberate plan to have the ship sunk by the Germans. Colin Simpson, author of "The Lusitania," wrote that Winston Churchill, head of the British Admiralty during the war, had ordered a report to predict the political impact if a passenger ship carrying Americans was sunk. German naval codes had been broken by the British, who knew approximately where all U-boats near the British Isles were located.

According to Simpson, Commander Joseph Kenworthy, of British Naval Intelligence, stated: "The Lusitania was deliberately sent at considerably reduced speed into an area where a U-boat was known to be waiting...escorts withdrawn." Thus, even though Wilson had been reelected in 1916 with the slogan "He kept us out of war," America soon found itself fighting a European war. Actually, Colonel House had already negotiated a secret agreement with England, committing the U.S. to the conflict. It seems the American public had little say in the matter.

With the end of the war and the Versailles Treaty, which required severe war reparations from Germany, the way was paved for a leader in Germany such as Hitler. Wilson brought to the Paris Peace Conference his famous "fourteen points," with point fourteen being a proposal for a "general association of nations," which was to be the first step towards the goal of One World Government-the League of Nations.

Wilson's official biographer, Ray Stannard Baker, revealed that the League was not Wilson's idea. "...not a single idea--in the Covenant of the League was original with the President." Colonel House was the author of the Covenant, and Wilson had merely rewritten it to conform to his own phraseology.

The League of Nations was established, but it, and the plan for world government eventually failed because the U.S. Senate would not ratify the Versailles Treaty.

Pat Robertson, in "The New World Order," states that Colonel House, along with other internationalists, realized that America would not join any scheme for world government without a change in public opinion.

After a series of meetings, it was decided that an "Institute of International Affairs", with two branches, in the United States and England, would be formed.

The British branch became known as the Royal Institute of International Affairs, with leadership provided by members of the Round Table. Begun in the late 1800's by Cecil Rhodes, the Round Table aimed to federate the English speaking peoples of the world, and bring it under their rule.

The Council on Foreign Relations was incorporated as the American branch in New York on July 29, 1921. Founding members included Colonel House, and "...such potentates of international banking as J.P. Morgan, John D. Rockefeller, Paul Warburg, Otto Kahn, and Jacob Schiff...the same clique which had engineered the establishment of the Federal Reserve System," according to Gary Allen in the October 1972 issue of "AMERICAN OPINION."

The founding president of the CFR was John W. Davis, J.P. Morgan's personal attorney, while the vice-president was Paul Cravath, also representing the Morgan interests. Professor Carroll Quigley characterized the CFR as "...a front group for J.P. Morgan and Company in association with the very small American Round Table Group." Over time Morgan influence was lost to the Rockefellers, who found that one world government fit their philosophy of business well. As John D. Rockefeller, Sr. had said: "Competition is a sin," and global monopoly fit their needs as they grew internationally.

Antony Sutton, a research fellow for the Hoover Institution for War, Revolution, and Peace at Stanford University, wrote of this philosophy: "While monopoly control of industries was once the objective of J.P. Morgan and J.D. Rockefeller, by the late nineteenth century the inner sanctums of Wall Street understood the most efficient way to gain an unchallenged monopoly was to 'go political' and make society go to work for the monopolists-- under the name of the public good and the public interest."

Frederick C. Howe revealed the strategy of using government in a 1906 book, "Confessions of a Monopolist": "These are the rules of big business...Get a monopoly; let society work for you; and remember that the best of all business is politics..."

As corporations went international, national monopolies could no longer protect their interests. What was needed was a one world system of government controlled from behind the scenes. This had been the plan since the time of Colonel House, and to implement it, it was necessary to weaken the U.S. politically and economically.

During the 1920's, America enjoyed a decade of prosperity, fueled by the easy availability of credit. Between 1923 and 1929 the Federal Reserve expanded the money supply by sixty-two percent. When the stock market crashed, many small investors were ruined, but not "insiders." In March of 1929 Paul Warburg issued a tip the Crash was coming, and the largest investors got out of the market, according to Allen and Abraham in "None Dare Call it Conspiracy."

With their fortunes intact, they were able to buy companies for a fraction of their worth. Shares that had sold for a dollar might now cost a nickel, and the buying power, and wealth, of the rich increased enormously.

Louis McFadden, Chairman of the House Banking Committee declared: "It was not accidental. It was a carefully contrived occurrence...The international bankers sought to bring about a condition of despair here so that they might emerge as rulers of us all."

Curtis Dall, son-in-law of FDR and a syndicate manager for Lehman Brothers, an investment firm, was on the N.Y. Stock Exchange floor the day of the crash. In "FDR: My Exploited Father-In-Law," he states: "...it was the calculated 'shearing' of the public by the World-Money powers triggered by the planned sudden shortage of call money in the New York Market."

The Crash paved the way for the man Wall Street had groomed for the presidency, FDR. Portrayed as a "man of the little people", the reality was that Roosevelt's family had been involved in New York banking since the eighteenth century.

Frederic Delano, FDR's uncle, served on the original Federal Reserve Board. FDR attended Groton and Harvard, and in the 1920's worked on Wall Street, sitting on the board of directors of eleven different corporations.

Dall wrote of his father-in-law: "...Most of his thoughts, his political 'ammunition,'...were carefully manufactured for him in advance by the CFR-One World Money group. Brilliantly... he exploded that prepared 'ammunition' in the middle of an unsuspecting target, the American people--and thus paid off and retained his internationalist political support."

Taking America off the gold standard in 1934, FDR opened the way to unrestrained money supply expansion, decades of inflation--and credit revenues for banks. Raising gold prices from $20 an ounce to $35, FDR and Treasury Secretary Henry Morgenthau, Jr. (son of a founding CFR member), gave international bankers huge profits.

FDR's most remembered program, the New Deal, could only be financed through heavy borrowing. In effect, those who had caused the Depression loaned America the money to recover from it. Then, through the National Recovery Administration, proposed by Bernard Baruch in 1930, they were put in charge of regulating the economy. FDR appointed Baruch disciple Hugh Johnson to run the NRA, assisted by CFR member Gerard Swope. With broad powers to regulate wages, prices, and working conditions, it was, as Herbert Hoover wrote in his memoirs: "...pure fascism;...merely a remaking of Mussolini's 'corporate state'..." The Supreme Court eventually ruled the NRA unconstitutional.

During the FDR years, the Council on Foreign Relations captured the political life of the U.S. Besides Treasury Secretary Morgenthau, other CFR members included Secretary of State Edward Stettinus, War Secretary Henry Stimson, and Assistant Secretary of State Sumner Welles.

Since 1934 almost every United States Secretary of State has been a CFR member; and ALL Secretaries of War or Defense, from Henry L. Stimson through Richard Cheney.

The CIA has been under CFR control almost continuously since its creation, starting with Allen Dulles, founding member of the CFR and brother of Secretary of State under President Eisenhower, John Foster Dulles. Allen Dulles had been at the Paris Peace Conference, joined the CFR in 1926, and later became its president.

John Foster Dulles had been one of Woodrow Wilson's young proteges at the Paris Peace Conference. A founding member of the CFR...he was an in-law of the Rockefellers, Chairman of the Board of the Rockefeller Foundation, and Board Chairman of the Carnegie Endowment for International Peace.

In 1940 FDR defeated internationalist Wendell Willkie, who wrote a book entitled "One World," and later became a CFR member. Congressman Usher Burdick protested at the time on the floor of the House that Willkie was being financed by J.P. Morgan and the New York utility bankers. Polls showed few Republicans favored him, yet the media portrayed him as THE Republican candidate.

Since that time nearly ALL presidential candidates have been CFR members. President Truman, who was not a member, was advised by a group of "wise men," all six of whom were CFR members, according to Gary Allen. In 1952 and 1956, CFR Adlai Stevenson challenged CFR Eisenhower.

In 1960, CFR Kennedy (who was probably killed because he had the courage NOT to go along with all their plans) CFR Nixon. In 1964 the GOP stunned the Establishment by nominating its candidate over Nelson Rockefeller.

Rockefeller and the CFR wing proceeded to picture Barry Goldwater as a dangerous radical. In 1968 CFR Nixon ran against CFR Humphrey. The 1972 "contest" featured CFR Nixon vs. CFR McGovern.

CFR candidates for president include George McGovern, Walter Mondale, Edmund Muskie, John Anderson, and Lloyd Bentsen. In 1976 we had Jimmy Carter, who is a member of the Trilateral Commission, created by David Rockefeller and CFR member Zbigniew Brzezinski with the goal of economic linkage between Japan, Europe, and the United States, and: "...managing the world economy...a smooth and peaceful evolution of the global system." We have also had (though his name strangely disappears from the membership list in 1979) CFR director (1977-79) George Bush, and last but not least, CFR member Bill Clinton.

They have all promoted the "New World Order," controlled by the United Nations. The problem is that "...the present United Nations organization is actually the creation of the CFR and is housed on land in Manhattan donated to it by the family of current CFR chairman David Rockefeller," as Pat Robertson describes it.

The original concept for the UN was the outcome of the Informal Agenda Group, formed in 1943 by Secretary of State Cordell Hull. All except Hull were CFR members, and Isaiah Bowman, a founding member of the CFR, originated the idea.

The American delegation to the San Francisco meeting that drafted the charter of the United Nations in 1949 included CFR members Nelson Rockefeller, John Foster Dulles, John McCloy, and CFR members who were communist agents--Harry Dexter White, Owen Lattimore, and the Secretary-General of the conference, Alger Hiss. In all, the Council sent forty-seven of its members in the United States delegation, effectively controlling the outcome.

Since that time the CFR and its friends in the mass media (largely controlled by CFR members such as Katherine Graham of the "Washington Post" and Henry Luce of" Time, Life"), foundations, and political groups have lobbied consistently to grant the United Nations more authority and power. Bush and the Gulf War were but one of the latest calls for a "New World Order."

Admiral Chester Ward, a member of the CFR for over a decade, became one of its harshest critics, revealing its inner workings in a 1975 book, "Kissinger ON THE COUCH." In it he states "The most powerful cliques in these elitist groups have one objective in common: they want to bring about the surrender of the sovereignty and national independence of the United States."

Most members are one-world-government ideologists whose long- term goals were officially summed up in September 1961 State Department Document 7277, adopted by the Nixon Administration: "...elimination of all armed forces and armaments except those needed to maintain internal order within states and to furnish the United Nations with peace forces...by the time it (UN global government) would be so strong no nation could challenge it."

Within the CFR there exists a "much smaller group but more powerful...made up of Wall Street international bankers and their key agents. Primarily, they want the world banking monopoly from whatever power ends up in control of the global government ...This CFR faction is headed by the Rockefeller brothers," according to Ward.

What must be remembered is that this is not some lunatic- fringe group...these are members of one of the most powerful private organizations in the world: the people who determine and control American economic, social, political, and military policy. Members' influence and control extends to "leaders in academia, public service, business, and the media," according to the CFR 1993 "Annual Report."

Their founding they describe as: "American Participants in the Paris Peace Conference decided that it was time for more private Americans to become familiar with the increasing responsibilities and obligations of the United States...there was a need for an organization able to provide for the continuous study of U.S. foreign police for the BENEFIT OF ITS MEMBERS (emphasis mine) and a wider audience of interested Americans."

They sponsor hundreds of programs, where members "exchange views with American and foreign officials and policy experts... discuss foreign policy issues...consider international issues of concern to the business community" (Corporate business), and "...affiliated groups of community leaders throughout the United states...meet with decision makers."

The CFR states that it is "host to many views, advocate of none," and it "has no affiliation with the U.S. government." No, no affiliation at all, if you don't count: "A Council member was elected president of the United States...Dozens of other Council colleagues were called to serve in cabinet and sub-cabinet positions," as they describe it in "Foreign Affairs," along with many members of Congress, the Supreme Court, the Joint Chiefs, the Federal Reserve, and many other Federal bureaucrats.

They are not AFFILIATED with government, they ARE the government, in effect.

One re-occurring view was stated in the 50th anniversary issue of "Foreign Affairs," the official publication of the CFR. In an article by Kingman Brewster, Jr. entitled "Reflections on Our National Purpose." Our purpose should be, according to him, to do away with our nationality, to "take some risks in order to invite others to pool their sovereignty with ours..."

These "risks" include disarming to the point where we would be helpless against the "peace-keeping" forces of a global UN government. We should happily surrender our sovereignty to the world government in the interests of the "world community."

Today we have the spectacle of Spc. 4 Michael New, a U.S. soldier in Germany who refuses to wear the uniform of the UN, facing an "administrative discharge." He states rightly that he swore an oath to defend the U.S. Constitution, not the United Nations. Many other Americans have taken that same oath, such as myself, and believe it is our sworn duty still to defend the Constitution, since an oath sworn before God must be fulfilled. (Why else do we swear to tell the truth in our courts, or when taking public office?) Is it a crime these days to actually BELIEVE in God and the oath that was taken?

Meanwhile, others who attempt to destroy the Constitution and our sovereignty are given honors and position...At least they are not hypocrites...only supremely arrogant.

"In short, the 'house of world order' will have to be built from the bottom up rather than from the top down...An end run around national sovereignty, eroding it piece by piece, will accomplish much more than the old fashioned assault..." in the opinion of Richard N. Gardner, former deputy assistant Secretary of State in "Foreign Affairs," April 1974.

James Warburg, son of CFR founder Paul Warburg, and a member of FDR's "brain trust," testified before the Senate Foreign Relations Committee on February 17, 1950, "We shall have world government whether or not you like it--by conquest or consent."

Is this an AMERICAN speaking, or a dangerous lunatic? Who is this "We" who threatens to CONQUER us?

They are a group that actually has the power to do it, and is doing it every day, bit by bit.

CFR Members in the mass media, education, and entertainment push their propaganda of "humanism" and world brotherhood. We should all live in peace under a world government, and forget about such selfish things as nationalities and patriotism. We can solve our own problems. We don't need God, or morals, or values: it's all relative, anyway, right?...Because if we actually had some moral character and values, we might be able to discern that these people are actually EVIL.

The Bible says that the LOVE of money is the root of all evil (1 Tim. 6:10). These people are evil because they love money and power, and greed drives them to do anything to achieve their goals. They have lost all morality and conscience, and believe such concepts, as well as our Constitution, "outdated".

THAT is insanity--to have more wealth than can be spent, and still it is never enough. They have to control governments, start wars, conspire to rule the world; least the "common people" wake up to how they have gained their wealth, take it away from them, and demand that they pay the price for their crimes.

That is why they constantly pit us one against the other, with "Diversity," Affirmative Action, and other programs,...black against white, men against women, rural against urban, ranchers against environmentalists, and on and on...least we look in their direction.

We The People are held to a much higher standard. If we threaten the President or a public official, we are charged with a crime...yet the One-World-Gang can threaten the Constitution and the liberties of We The People, the sovereign rulers of this nation, and nothing is said or done.

Perhaps they do not fear what Man can do to them... they believe they have arranged everything, and their power and wealth will prevail in this world. However, those among them who have sworn an oath before God to uphold and defend the Constitution: the President, members of Congress, and the military; may find one day that they do indeed have something to fear.

List of CFR Members

Colonel House, the fallen angel, still has relatives controlling the CFR. Karen Elliot House is Chairman of the Membership Committee, and a member of the Nominating Committee, along with Jeane Kirkpatrick. David Rockefeller is now "Honorary Chairman of the Board", after serving as Chairman 1970-1985; and "Director Emeritus," after serving as a Director 1949-1985. Peter G. Peterson is Chairman, Admiral B. R. Inman is Vice Chairman, while Thomas Foley and Jeane Kirkpatrick are Directors serving on the Executive Committee.

These "private citizens" have access to government officials and policy makers as often as they wish, yet the results of their meetings can only be given to other government officials, corporate officers, or law partners. Participants are forbidden to transmit an attributed statement to any public medium, such as newspapers or TV, where there is "risk that it will promptly be widely circulated or published," as the "Annual Report" puts it.

Should not OUR public officials be forbidden to meet in secret with private groups? Public officials should only be allowed to discuss public business and policy in a public forum. The Public...remember US?

There is much more to say about this group and their plans for America. Gary Allen, in "The Rockefeller File," states that they are behind the many regional government plans, which would abolish city, county, and state lines, leaving us at the mercy of federal bureaucrats; and behind the push for "land use" controls. They want "federal control of everything. Since they intend to control the federal government..."

There are also the many allegations of involvement in gun running, drug smuggling, prostitution and sex slaves; and the many mysterious assassinations and "suicides" of witnesses and others who get too close to the truth...but that is another story.

The Trilateral Commission was established in 1973. Its founder and primary financial angel was international financier, David Rockefeller, longtime chairman of the Rockefeller family-controlled Chase Manhattan Bank and undisputed overlord of his family's global corporate empire.

Rockefeller's idea for establishing the commission emerged after he had read a book entitled Between Two Ages written by an Establishment scholar, Prof. Zbigniew Brzezinski of Columbia University.

In his book Brzezinski proposed a vast alliance between North America, Western Europe and Japan. According to Brzezinski, changes in the modern world required it.

"Resist as it might," Brzezinski wrote elsewhere, "the American system is compelled gradually to accommodate itself to this emerging international context, with the U.S. government called upon to negotiate, to guarantee, and, to some extent, to protect the various arrangements that have been contrived even by private business."

In other words, it was necessary for the international upper class to band together to protect its interests, and to ensure, in the developed nations, that political leaders were brought to power who would ensure that the global financial interests (of the Rockefellers and the other ruling elites) would be protected over those of the hoi polloi.

POCANTICO HILLS CONFABS
Although the initial arrangements for the commission were laid out in a series of meetings held at the Rockefeller's famous Pocantico Hills estate outside New York City, Rockefeller first introduced the idea of the commission at an annual meeting of the Bilderberg group, this one held in Knokke, Belgium in the spring of 1972.


(The Bilderberg group is similar to the Trilateral Commission in that it is funded and heavily influenced by the Rockefeller empire, and composed of international financiers, industrialists, media magnates, union bosses, academics and political figures.

(However, the much older Bilderberg group's membership is strictly limited to participants from the United States, Canada and Western Europe: i.e. the NATO alliance. For more on the Bilderberg group, keep an eye out for future stories in this paper.

The Trilateral Commission was unique, though, in that it brought the Japanese ruling elite into the inner councils of the global power brokers, a recognition of Japan's growing influence in the world economic and political arena.
RULING CLASSES UNITE
"The Commission's purpose is to engineer an enduring partnership among the ruling classes of North America, Western Europe and Japan -- hence the term 'Trilateral' -- in order to safeguard the interests of Western capitalism in an explosive world. The private commission is attempting to mold public policy and construct a framework for international stability in the coming decades.

"To put it simply, Trilateralists are saying: The people, governments and economies of all nations must serve the needs of multinational banks and corporations.

"In short, Trilateralism is the current attempt by ruling elites to manage both dependence and democracy -- at home and abroad."

Another Trilateral critic, now-retired Sen. Barry Goldwater (R-Ariz.), views the commission as a Rockefeller family operation through and through. According to Goldwater:

"The Trilateral organization created by David Rockefeller was a surrogate -- the members selected by Rockefeller, its purposes defined by Rockefeiler, its funding supplied by Rockefeller. David Rockefeller screened and selected every individual who was invited to participate."

PICKING POLICYMAKERS
David Rockefeller and Brzezinski then began the process of selecting from among the "Trilateral" nations the several hundred elite power brokers who would be permitted to join in Trilateral policymaking in the coming years.

One of the commission's primary goals was to place a Trilateral-influenced president in the White House in 1976, and to achieve that goal it was necessary to groom an appropriate candidate who would be willing to cooperate with Trilateral aims.

Rockefeller and Brzezinski selected a handful of well-known liberal Democrats and a scattering of Republicans (primarily of the liberal-internationalist bent) to serve on the commission.

And in an effort to give regional balance to the commission Rockefeller invited the then-obscure one-term Democratic governor of Georgia, Jimmy Carter, to join the commission.

ROCKEFELLER CENTER SOUTH
Rockefeller had longtime ties to the local Atlanta political and economic Establishment. In fact, much of Rockefeller's personal investment portfolio is in Atlanta real estate. (According to David Horowitz, co-author of The Rockefellers, "Atlanta is Rockefeller Center South.")

And Rockefeller himself had once even invited Carter to dine with him at the Chase Manhattan Bank several years before, as early as 1971, the year Carter began serving as governor.

Carter very definitely impressed Rockefeller and Brzezinski, more so than another Southern Democrat, Florida Gov. Reuben Askew, also selected to serve on the commission and viewed, like Carter, as a possible Trilateral candidate.

In fact, according to Brzezinski, "It was a close thing between Carter and Askew, but we were impressed that Carter had opened up trade offices for the state of Georgia in Brussels and Tokyo. That seemed to fit perfectly into the concept of the Trilateral."

Carter, in fact, like Askew, did announce for the 1976 Democratic presidential nomination, but because of Rockefeller's interest, Carter had the inside shot.

So much so that in a speech at the commission's first annual meeting in Kyoto, Japan in May of 1975, Rockefeller's man Brzezinski promoted the then-still obscure Carter to his fellow Trilateralists as an ideal presidential candidate.

CUT AND DRIED
From that point on, it was all cut and dried. According to Goldwater: "Rockefeller and Brzezinski found Carter to be their ideal candidate. They helped him win the Democratic nomination and the presidency.

Investigations by EIR have uncovered a planning apparatus operating outside the control of the White House whose sole purpose is to reduce the world's population by 2 billion people through war, famine, disease and any other means necessary. This apparatus, which includes various levels of the government is determining U.S. foreign policy. In every political hotspot -- El Salvador, the so-called arc of crisis in the Persian Gulf, Latin America, Southeast Asia and in Africa- the goal of U.S. foreign policy is population reduction. The targeting agency for the operation is the National Security Council's Ad Hoc Group on Population Policy. Its policy-planning group is in the U.S. State Department's Office of Population Affairs, established in 1975 by Henry Kissinger. This group drafted the Carter administration's Global 2000 document, which calls for global population reduction, and the same apparatus is conducting the civil war in El Salvador as a conscious depopulation project.

"There is a single theme behind all our work-we must reduce population levels," said Thomas Ferguson, the Latin American case officer for the State Department's Office of Population Affairs (OPA). "Either they [governments] do it our way, through nice clean methods or they will get the kind of mess that we have in El Salvador, or in Iran, or in Beirut. Population is a political problem. Once population is out of control it requires authoritarian government, even fascism, to reduce it "The professionals," said Ferguson, "aren't interested in lowering population for humanitarian reasons. That sounds nice. We look at resources and environmental constraints. We look at our strategic needs, and we say that this country must lower its population-or else we will have trouble.

So steps are taken. El Salvador is an example where our failure to lower population by simple means has created the basis for a national security crisis. The government of El Salvador failed to use our programs to lower their population. Now they get a civil war because of it.... There will be dislocation and food shortages. They still have too many people there."

Civil wars are somewhat drawn-out ways to reduce population, the OPA official added. "The quickest way to reduce population is through famine, like in Africa or through disease like the Black Death," all of which might occur in El Salvador. Ferguson's OPA monitors populations in the Third World and maps strategies to reduce them. Its budget for FY 1980 was $190 million; for FY 198l, it will be $220 million. The Global 2000 report calls for doubling that figure. The sphere of Kissinger In 1975, OPA was brought under a reorganized State Department Bureau of Oceans, International Environmental, and Scientific Affairs-- a body created by Henry Kissinger.

The agency was assigned to carry out the directives of the NSC Ad Hoc Group. According to an NSC spokesman, Kissinger initiated both groups after discussion with leaders of the Club of Rome during the 1974 population conferences in Bucharest and Rome. The Club of Rome, controlled by Europe's black nobility, is the primary promotion agency for the genocidal reduction of world population levels. The Ad Hoc Group was given "high priority" by the Carter administration, through the intervention of National Security Adviser Zbigniew Brzezinski and Secretaries of State Cyrus Vance and Edmund Muskie.

According to OPA expert Ferguson, Kissinger initiated a full about-face on U.S. development policy toward the Third World. "For a long time," Ferguson stated, "people here were timid" They listened to arguments from Third World leaders that said that the best contraceptive was economic reform and development. So we pushed development programs, and we helped create a population time bomb. "We are letting people breed like flies without allowing for natural causes to keep population down. We raised the birth survival rates, extended life-spans by lowering death rates, and did nothing about lowering birth rates.

That policy is finished. We are saying with Global 2000 and in real policy that you must lower population rates. Population reduction and control is now our primary policy objective- then you can have some development."Accordingly, the Bureau of Oceans, International Environmental, and Scientific Affairs has consistently blocked industrialization policies in the Third World, denying developing nations access to nuclear energy technology--the policies that would enable countries to sustain a growing population. According to State Department sources, and Ferguson himself, Alexander Haig is a "firm believer" in population control.

"We will go into a country," said Ferguson, "and say, here is your goddamn development plan. Throw it out the window. Start looking at the size of your population and figure out what must be done to reduce it."If you don't like that, if you don't want to choose to do it through planning, then you'll have an El Salvador or an Iran, or worse, a Cambodia."According to an NSC spokesman, the United States now shares the view of former World Bank President Robert McNamara that the "population crisis" is a greater threat to U.S. national security interests than "nuclear annihilation." "Every hot spot in the world corresponds to a population crisis point," said Ferguson who would rename Brzezinski's arc of crisis doctrine the "arc of population crisis."


This is corroborated by statements in the NSC Ad Hoc Group's April 1980 report. There is "an increased potential for social unrest, economic and political instability, mass migration and possible international conflicts over control of land and resources," says the NSC report. It then cites "demographic pressures" as key to understanding "examples of recent warfare in India, Pakistan, Bangladesh, El Salvador. Honduras, and Ethiopia, and the growing potential forinstability in such places as Turkey, the Philippines, Central America, Iran, and Pakistan." Through extraordinary efforts, the Ad Hoc Group and OPA estimate that they may be able to keep a billion people from being born through contraceptive programs.

But as the Ad Hoc Group's report states, the best efforts of the Shah of Iran to institute "clean programs" of birth control failed to make a significant dent in the country's birth rate. The promise of jobs, through an ambitious industrialization program, encouraged migration toward "overcrowded cities" like Teheran. Now under Ayatollah Khomeini, the "clean programs" have been dismantled. The government may make progress because it has a program "to induce up to half of Teheran's 6 million residents to relocate, as well as possible measures to keep rural migrants from moving to the cities." Behind the back of the President Ferguson and others involved with the OPA and NSC group maintain that the United States will continue a foreign policy based on a genocidal reduction of the world's population.

"We have a network in place of cothinkers in the government," said the OPA case officer. "We keep going, no matter who is in the White House." But Ferguson reports that the "White House" does not really understand what they are saying and that the President "thinks that population policy means how do we speed up population increase. "As long as no one says differently," said Ferguson, "we will continue to do our jobs. "

The 1972 document entitled The Limits To Growth - A Report For The Club Of Rome’s Project On The Predicament Of Mankind, says:

  "The problems U Thant mentions - the arms race, environmental deterioration, the population explosion and economic stagnation - are often cited as the central, long-term problems of modern man.

 

  Many people believe that the future course of human society, perhaps even the survival of human society, depends on the speed and effectiveness with which the world responds to these issues. And yet only a small fraction of the world’s population is actively concerned with understanding these problems or seeking their solutions."

The report goes on,

  The following conclusions have emerged from our work so far. We are by no means the first group to have stated them. For the past several decades, people who have looked at the world with a global, long-term perspective have reached similar conclusions. Nevertheless, the vast majority of policy-makers seems to be actively pursuing goals that are inconsistent with these results.

  Our conclusions are:

     1.

        If the present growth trends in world population, industrialization, pollution, food production, and resource depletion continue unchanged, the limit to growth on this planet will be reached sometime within the next one hundred years. The most probable result will be a rather sudden and uncontrollable decline in both population and industrial capacity.
       
     2.

        It is possible to alter these growth trends and to establish a condition of ecological and economic stability that is sustainable far into the future. The state of global equilibrium could be designed so that the basic material needs of each person on Earth are satisfied and each person has an equal opportunity to realize his individual human potential.
       
     3.

        If the world’s people decide to strive for this second outcome rather than the first, the sooner they begin working to attain it, the greater will be their chances of success.

  These conclusions are so far-reaching and raise so many questions for further study that we are quite frankly overwhelmed by the enormity of the job that must be done.

 

  We hope that this book will serve to interest other people, in many fields of study and in many countries of the world, to raise the space and time horizons of their concerns and to join us in understanding and preparing for a period of great transition - the transition from growth to global equilibrium.

The Report concludes with,

  How do we, the sponsors of this project, evaluate the report?

 

  We cannot speak definitively for all our colleagues in The Club of Rome, for there are differences of interest, emphasis, and judgment among them.

 

  But, despite the preliminary nature of the report, the limits of some of its data, and the inherent complexity of the world system it attempts to describe, we are convinced of the importance of its main conclusions. We believe that it contains a message of much deeper significance than a mere comparison of dimensions, a message relevant to all aspects of the present human predicament.

 

  Although we can here express only our preliminary views, recognizing that they still require a great deal of reflection and ordering, we are in agreement on the following points:

     1.

        We are convinced that realization of the quantitative restraints of the world environment and of the tragic consequences of an overshoot is essential to the initiation of new forms of thinking that will lead to a fundamental revision of human behavior and, by implication, of the entire fabric of present-day society.

        It is only now that, having begun to understand something of the interactions between demographic growth and economic growth, and having reached unprecedented levels in both, man is forced to take account of the limited dimensions of his planet and the ceilings to his presence and activity on it.

       

        For the first time, it has become vital to inquire into the cost of unrestricted material growth and to consider alternatives to its continuation.
       
     2.

        We are further convinced that demographic pressure in the world has already attained such a high level, and is moreover so unequally distributed, that this alone must compel mankind to seek a state of equilibrium on our planet.

        Under-populated areas still exist; but, considering the world as a whole, the critical point in population growth is approaching, if it has not already been reached. There is of course no unique optimum, long-term population level; rather, there are a series of balances between population levels, social and material standards, personal freedom, and other elements making up the quality of life.

       

        Given the finite and diminishing stock of non-renewable resources and the finite space of our globe, the principle must be generally accepted that growing numbers of people will eventually imply a lower standard of living and a more complex problematique.

       

        On the other hand, no fundamental human value would be endangered by a leveling off of demographic growth.
       
     3.

        We recognize that world equilibrium can become a reality only if the lot of the so-called developing countries is substantially improved, both in absolute terms and relative to the economically developed nations, and we affirm that this improvement can be achieved only through a global strategy.

        Short of a world effort, today’s already explosive gaps and inequalities will continue to grow larger. The outcome can only be disaster, whether due to the selfishness of individual countries that continue to act purely in their own interests, or to a power struggle between the developing and developed nations.

       

        The world system is simply not ample enough nor generous enough to accommodate much longer such egocentric and conflictive behavior by its inhabitants. The closer we come to the material limits to the planet, the more difficult this problem will be to tackle.
       
     4.

        We affirm that the global issue of development is, however, so closely interlinked with other global issues that an overall strategy must be evolved to attack all major problems, including in particular those of man’s relationship with his environment.

        With world population doubling time a little more than 30 years, and decreasing, society will be hard put to meet the needs and expectations of so many more people in so short a period. We are likely to try to satisfy these demands by overexploiting our natural environment and further impairing the life-supporting capacity of the Earth.

       

        Hence, on both sides of the man-environment equation, the situation will tend to worsen dangerously. We cannot expect technological solutions alone to get us out of this vicious circle. The strategy for dealing with the two key issues of development and environment must be conceived as a joint one
       
     5.

        We recognize that the complex world problematique is to a great extent composed of elements that cannot be expressed in measurable terms. Nevertheless, we believe that the predominantly quantitative approach used in this report is an indispensable tool for understanding the operation of the problematique. And we hope that such knowledge can lead to a mastery of its elements.

        Although all major world issues are fundamentally linked, no method has yet been discovered to tackle the whole effectively. The approach we have adopted can be extremely useful in reformulating our thinking about the entire human predicament.

       

        It permits us to define the balances that must exist within human society, and between human society and its habitat, and to perceive the consequences that may ensue when such balances are disrupted.
       
     6.

        We are unanimously convinced that rapid, radical redressment of the present unbalanced and dangerously deteriorating world situation is the primary task facing humanity.

        Our present situation is so complex and is so much a reflection of man’s multiple activities, however, that no combination of purely technical, economic, or legal measures and devices can bring substantial improvement. Entirely new approaches are required to redirect society toward goals of equilibrium rather than growth. Such a reorganization will involve a supreme effort of understanding, imagination, and political and moral resolve.

       

        We believe that the effort is feasible and we hope that this publication will help to mobilize forces to make it possible.
       
     7.

        This supreme effort is a challenge for our generation. It cannot be passed on to the next. The effort must be resolutely undertaken without delay, and significant redirection must be achieved during this decade.

        Although the effort may initially focus on the implications of growth, particularly of population growth, the totality of the world problematique will soon have to be addressed. We believe in fact that the need will quickly become evident for social innovation to match technical change, for radical reform of institutions and political processes at all levels the highest, that of world polity.

       

        We are confident that our generation will accept this challenge if we understand the tragic consequences that inaction may bring.
       
     8.

        We have no doubt that if mankind is to embark on a new course, concerted international measures and joint long-term planning will be necessary on a scale and scope without precedent.

        Such an effort calls for joint endeavor by all peoples, whatever their culture, economic system, or level of development. But the major responsibility must rest with the more developed nations, not because they have more vision or humanity, but because, having propagated the growth syndrome, they are still at the fountainhead of the progress that sustains it.

       

        As greater insights into the condition and workings of the world system are developed, these nations will come to realize that, in a world that fundamentally needs stability, their high plateaus of development can be justified or tolerated only if they serve not as springboards to reach even higher, but as staging areas from which to organize more equitable distribution of wealth and income worldwide.
       
     9.

        We unequivocally support the contention that a brake imposed on world demographic and economic growth spirals must not lead to a freezing of the status quo of economic development of the world’s nations.

        If such a proposal were advanced by the rich nations, it would be taken as a final act of neocolonialism. The achievement of a harmonious state of global economic, socio, and ecological equilibrium must be a joint venture based on joint conviction, with benefits for all.

       

        The greatest leadership will be demanded from the economically developed countries, for the first step toward such a goal would be for them to encourage a deceleration in the growth of their own material output while, at the same time, assisting the developing nations in their efforts to advance their economics more rapidly.
       
    10.

        We affirm finally that any deliberate attempt to reach a rational and enduring state of equilibrium by planned measures, rather than by chance or catastrophe, must ultimately be founded on a basic change of values and goals at individual, national, and world levels.

        This change is perhaps already in the air, however faintly. But our tradition, education, current activities, and interests will make the transformation embattled and slow.

       

        Only real comprehension of the human condition at this turning point in history can provide sufficient motivation for people to accept the individual sacrifices and the changes in political and economic power structures required to reach an equilibrium state.

  The question remains of course whether the world situation is in fact as serious as this book, and our comments, would indicate.

 

  We firmly believe that the warnings this book contains are amply justified, and that the aims and actions of our present civilization can only aggravate the problems of tomorrow. But we would be only too happy if our tentative assessments should prove too gloomy.

  In any event, our posture is one of very grave concern, but not of despair. The report describes an alternative to unchecked and disastrous growth and puts forward some thoughts on the policy changes that could produce a stable equilibrium for mankind. The report indicates that it may be within our reach to provide reasonably large populations with a good material life plus opportunities for limitless individual and social development. We are in substantial agreement with that view, although we are realistic enough not to be carried away by purely scientific or ethical speculations.

  The concept of a society in a steady state of economic and ecological equilibrium may appear easy to grasp, although the reality is so distant from our experience as to require a Copernican revolution of the mind. Translating the idea into deed, though, is a task filled with overwhelming difficulties and complexities.

 

  We can talk seriously about where to start only when the message of The Limits to Growth, and its sense of extreme urgency, are accepted by a large body of scientific, political, and popular opinion in many countries. The transition in any case is likely to be painful, and it will make extreme demands on human ingenuity and determination. As we have mentioned, only the conviction that there is no other avenue to survival can liberate the moral, intellectual, and creative forces required to initiate this unprecedented human undertaking.

  But we wish to underscore the challenge rather than the difficulty of mapping out the road to a stable state society. We believe that an unexpectedly large number of men and women of all ages and conditions will readily respond to the challenge and will be eager to discuss not if but we can create this new future.

  The Club of Rome plans to support such activity in many ways. The substantive research begun at MIT on world dynamics will be continued both at MIT and through studies conducted in Europe, Canada, Latin America, the Soviet Union, and Japan.
 

  And, since intellectual enlightenment is without effect if it is not also political, The Club of Rome also will encourage the creation of a world forum where statesmen, policy-makers, and scientists can discuss the dangers and hopes for the future global system without the constraints of formal intergovernmental negotiation.

  The last thought we wish to offer is that man must explore himself - his goals and values - as much as the world he seeks to change. The dedication to both tasks must be unending. The crux of the matter is not only whether the human species will survive, but even more whether it can survive without falling into a state of worthless existence.


Hillary Clinton Admits that the CFR Runs the Government

Ron Paul Has the Council on Foreign Relations Worried

Near the start of this year Ron Paul (R-Texas) introduced H.R. 1207, the Federal Reserve Transparency Act of 2009. The bill was referred to the House Committee on Financial Services. As of this writing, H.R. 1207 has 282 cosponsors.

A Senate equivalent, S.604, the Federal Reserve Sunshine Act of 2009, has been introduced by Bernie Sanders (I-Vt.). It has 23 cosponsors. Both bills have received a tremendous groundswell of grass-roots support. Much of the support is coming from ordinary people who have become aware of the fact that the Federal Reserve has created trillions of dollars literally out of nothing during the past calendar year in its effort to micromanage its way out of the worst economic crisis since the Great Depression.

If such a measure were passed by both houses of Congress and signed into law by President Obama, the resulting bill would allow the Government Accounting Office to conduct audits of Federal Reserve System monetary policy. The bill proposes to scrutinize the Fed’s dealings not just on domestic monetary policy but on dealings with foreign central banks and foreign governments.

The power elite is worried. Evidence for this can be found in a short article “The Fed’s Political Problem” appearing on the website of Foreign Affairs, flagship journal for the Council on Foreign Relations (CFR). The article’s author, Alan S. Blinder, is a senior-level economics professor at Princeton University who also directs Princeton’s Center for Economic Policy Studies. From 1994 to 1996 he served as vice chairman of the Board of Governors of the Federal Reserve System.

Blinder first argues a thesis he proposed back in 1997, that some areas of government are properly political and others are properly technocratic. He places monetary policy in the latter, where it can operate independently of political oversight. The drawback of Ron Paul’s bill is that it would transfer Fed oversight to the political realm and end its independence.

Blinder describes Dr. Paul as “an extreme libertarian and longtime foe of the Fed. He has, incredibly, persuaded almost two-thirds of the House of Representatives to co-sponsor a bill that would jeopardize the Fed’s independence.” According to Blinder, the Fed “gets plenty of critical evaluations” of its policies and decisions. He maintains that Dr. Paul’s bill “could easily develop into something quite dangerous.” He imagines this scenario:

Sometime in 2010, the Fed, wanting to avoid inflation, will likely begin to abandon the hyper-expansionary monetary policy it adopted during the recent crisis as a way to stave off a depression. As it does so, interest rates will start rising even as unemployment remains high. Predictably, Congress, being more closely attuned to public opinion, will be unhappy with this situation. Until now, the Fed’s independence has ensured that it can afford to ignore public opinion and take such necessary but unpopular economic measures. That is precisely why we want an independent monetary policy. But if the Paul bill passes, angry members of Congress could ask for a GAO audit. And, if the report is critical, they could use it to browbeat members of the Federal Open Market Committee, the Fed’s interest-rate-setting body, for killing the country’s economic recovery.

This misses the key argument Ron Paul has been making, which follows those of members of the Austrian school of economics (e.g., Ludwig von Mises). What Blinder euphemistically calls hyper-expansionary monetary policy actually is inflationary, if we understand inflation to be not merely rising prices but an increase in the amount of fiat currency in circulation. Mainstream economics has long preferred the public to see inflation almost exclusively in terms of visibly rising prices. If prices aren’t rising, economists can maintain that inflation is low even though the money creation spigot is going full blast — as it has been since the economic crisis began a year ago.

If we understand inflation as an increase in the money supply, however, we see immediately that the Fed, far from being a controller of inflation, is actually an engine of inflation. Rising prices in this case are just one possible effect of monetary inflation. The Fed is responsible for the long-term decline in purchasing power of our dollars, which have been backed literally by nothing except legal tender laws and the willingness of the public to accept them since 1971, the year President Richard Nixon severed the last ties between the dollar and gold. Fed monetary policy is the reason a hamburger costs you several dollars when your grandfather could buy one for thirty-five cents. The dollar has lost slightly over 96 percent of its value since the Federal Reserve System was created in 1913. The national debt has soared during the period since 1971 from a few hundred million to its present $11.8 trillion. Millions will be added to the debt during the brief time it takes to read this article!

The dollar’s value will drop considerably more should it lose its status as the world’s reserve currency. The Chinese are getting very nervous about the money-creation spigot in Washington, D.C. Perhaps these are the kinds of developments that elites such as Blinder don’t want the public to know about. Clearly the elites are uncomfortable with the amount of attention the Fed has received — the public being aware of the trillions having been created literally out of thin air during the past year. “What will this do to the long-term purchasing power of my money?” is a perfectly valid question many ordinary Americans are asking.

What are the prospects for H.R. 1207 and S. 604? Even if these bills pass and a compromise bill reaches President Barack Obama’s desk, it is difficult to imagine him even considering signing it. The effort to bring more of the Fed’s activities into the light of day may receive a new ally in the Senate late next year, however, as Ron Paul’s son Rand Paul has announced his candidacy for one of Kentucky’s two slots and raised $815,000 as of this writing. Like father, like son: Rand Paul is also highly critical of the lack of transparency that characterizes crucial decisions made by the Federal Reserve and has vowed, if elected to the Senate, to work to “shed light on this secretive organization.” He reminds us of the trillions the Fed has created out of thin air and adds, “The American people have a right to know to whom this money was given. For all its talk of transparency the current administration has done nothing to tear the shroud off the Fed.”

Population reduction enthusiast says “a few people with authority” should run the planet

of population reduction as a means of offsetting climate change, has
called for “a more authoritative world” where freedom comes second
to tackling what he sees as the devastating effects of global warming.

Futurist James Lovelock, tells the London Guardian that he believes
“It may be necessary to put democracy on hold for a while,” in order
to save humanity.

“We need a more authoritative world.” Lovelock states.

“We’ve become a sort of cheeky, egalitarian world where everyone can have their say. It’s all very well, but there are certain circumstances – a war is a typical example – where you can’t do that.” the 90 year old proponent of the Gaia hypothesis adds.

“You’ve got to have a few people with authority who you trust who are running it. And they should be very accountable too, of course.”

“But it can’t happen in a modern democracy. This is one of the problems. What’s the alternative to democracy? There isn’t one. But even the best democracies agree that when a major war approaches, democracy must be put on hold for the time being. I have a feeling that climate change may be an issue as severe as a war. It may be necessary to put democracy on hold for a while.” Lovelock concludes.

Which “people with authority” could Lovelock have in mind for this tyrannical takeover in the name of mother Earth? Certainly not the disgraced UN affiliated climate scientists, whose involvement in several recent scandals even Lovelock admits is reprehensible:

“Fudging the data in any way whatsoever is quite literally a sin against the holy ghost of science. I’m not religious, but I put it that way because I feel so strongly. It’s the one thing you do not ever do. You’ve got to have standards.” he states in the interview.

Lovelock also has little faith in renewable energies, carbon trading or cap and tax schemes, which he previously told the New Scientist are “verging on a gigantic scam”:

   Carbon trading, with its huge government subsidies, is just what finance and industry wanted. It’s not going to do a damn thing about climate change, but it’ll make a lot of money for a lot of people and postpone the moment of reckoning. I am not against renewable energy, but to spoil all the decent countryside in the UK with wind farms is driving me mad. It’s absolutely unnecessary, and it takes 2500 square kilometres to produce a gigawatt – that’s an awful lot of countryside.

Lovelock repeats this sentiment in his latest interview with the Guardian, noting:

   I don’t know enough about carbon trading, but I suspect that it is basically a scam. The whole thing is not very sensible. We have this crazy idea that we are setting an example to the world. What we’re doing is trying to make money out of the world by selling them renewable gadgetry and green ideas. It might be worthy from the national interest, but it is moonshine if you think what the Chinese and Indians are doing [in terms of emissions].

So, perhaps Lovelock would point to his friends at The Optimum Population Trust, a notorious UK-based public policy group that campaigns for a gradual decline in the global human population to what it sees as a “sustainable” level.

Lovelock became a patron of the thinktank in 2009. In a statement released by the trust to mark the appointment, Lovelock called on the environmental movement as a whole to “recognise the truth and speak out” on the link between rising human numbers and global warming.

Lovelock said: “Those who fail to see that population growth and climate change are two sides of the same coin are either ignorant or hiding from the truth. These two huge environmental problems are inseparable and to discuss one while ignoring the other is irrational.”

He added: “How can we possibly decrease carbon emissions and land use while the number of emitters and the space they occupy remorselessly increases? When will the environmentalists who claim to be green recognise the truth and speak out?”

So, essentially Dr Lovelock advocates the destruction of freedom in order that an overriding authoritative global power can oversee the radical stemming of the planet’s human population – nice.

Roger Martin, chair of OPT, said of Lovelock’s appointment: “We desperately need to remember that future population growth is not a ‘fact’ to be passively accepted but something over which we have control, and that limiting it could therefore play a major role in curbing emissions. Tragically, the green movement has chosen to forget this. With the help of eminent individuals such as James Lovelock, we will do our best to remind them.”

The OPT also has as patrons controversial primatologist and environmentalist Jane Goodall, who thinks that caging chimps and other apes is better for them than letting them live free in the wild; Professor Aubrey Manning, president of the UK’s Wildlife Trusts; and Sir Crispin Tickell, the ex-diplomat credited with the “greening” of former Prime Minister Margaret Thatcher.

The OPT also boasts as a patron BBC darling wildlife broadcaster and film-maker Sir David Attenborough, who has called for a one child policy like that of Communist China to be implemented in Britain. The proposal is one of the OPT’s main initiatives.

The think tank is also home to Jonathon Porritt, former chair of the UK Sustainable Development Commission, one of Prime Minister Gordon Brown’s leading green advisers, who has stated that Britain’s population must be cut in half from around 60 million to 30 million if it is to build a sustainable society.

We have exhaustively exposed the nonsense behind the idea that the Earth’s current population levels are exceeding sustainable levels and are contributing to devastating climate change, however, Lovelock and his ilk at the OPT remain in positions of influence.

Lovelock is also an ardent advocate of geoengineering the planet in the name of controlling the climate. In 2007 Lovelock proposed laying vast swathes of pipes under the world’s oceans in order to pump water from the bottom of the seas – rich in nutrients, but mostly dead – to the top. The idea being that the action would encourage algae to breed, absorb more carbon and release more dimethyl sulphide into the atmosphere, a chemical known to seed sunlight reflecting clouds.

Effectively, Lovelock wants to try and block out the sun, the source of all life on this planet – nice.

Lovelock is also a member of The Royal Society of Edinburgh, an organization that has thrown its full weight behind the global warming movement, lending its absolute support for legislation aimed at reducing carbon emissions by 80%, a process that will devastate the global economy and living standards.

This organization has been even more vehement than national governments in its advocacy of the man-made cause of global warming, calling for such drastic CO2 cuts to be made in the short term, not even by the usual target date of 2050.

“In his most recent book The Vanishing Face of Gaia, Lovelock concludes that the damage caused by overpopulation, species decline and carbon emissions is already so great that modern civilisation is finished.” notes James Delingpole at the London Telegraph.

“Before the end of this century, he argues, rising sea levels and overheating will have rendered whole swathes of our planet uninhabitable and such few survivors as there are will have to make do as best they can.” Delingpole adds.

Lovelock, The Royal Society and the OPT may sound like crazy nutcases, but unfortunately for us, they are extremely influential within the environmental movement. They are also far from alone in their thinking.

Mass sterilization, one child policies and a“Planetary Regime” with the power of life and death were all core concepts put forth by John P. Holdren, the man now in control of science policy in the United States, in his co-authored 1977 book, Ecoscience.

Holdren and his colleagues are now at the forefront of efforts to combat “climate change” through similarly insane programs focused around geoengineering the planet. As we reported in April 2009, Holdren advocates “Large-scale geoengineering projects designed to cool the Earth,” such as “shooting pollution particles into the upper atmosphere to reflect the sun’s rays,” which many have pointed out is already occurring via the spraying of chemtrails.

Is Holdren another one off mad kook that has somehow wormed his way into a position of great influence? Not according to leading NASA scientist Dr. James Hansen, who fully endorses Holdren’s view that industrial civilization should be destroyed to save the planet.

The same talking points raised by the OPT and James Lovelock have been re-iterated again and again by public policy groups and environmentalists, as well as the most influential scientists in the US government.

While you and I may think the notions of sterilization and depopulation could never be accepted by the public, those very concepts are now being embraced and popularized as the way forward for humanity.

Linking environmental policy to depopulation agendas opens the door to eugenics and it is no surprise that through that door have come pouring hordes of elitist filth just begging to be on the front line of the extermination policy.

While they peddle their insane proposals, backed by rampant fearmongering over climate change on behalf of our governments and the mainstream media, it is we who are charged with saving the planet and our place on it by exposing their nefarious agenda of mass depopulation before it is too late.

interviewed in the Guardian, when asked how humans will ever
manage to tackle ‘climate change’.

   We need a more authoritative world. We’ve become a sort of
cheeky, egalitarian world where everyone can have their say. It’s
all very well, but there are certain circumstances – a war is a typical
example – where you can’t do that. You’ve got to have a few people
with authority who you trust who are running it. And they should be
very accountable too, of course.                                                                                           James Lovelock?

   But it can’t happen in a modern democracy. This is one of the problems. What’s the alternative to democracy? There isn’t one. But even the best democracies agree that when a major war approaches, democracy must be put on hold for the time being. I have a feeling that climate change may be an issue as severe as a war. It may be necessary to put democracy on hold for a while.

“It may be necessary to put democracy on hold for a while.” Hmm. I’m sure he said it in a gentle, quavery, tentative voice, but even so, don’t phrases like that tend to make the blood run cold – especially when spoken by the man viewed by many of the world’s eco-loons as the ultimate environmental guru?

Here’s the puzzling part, though. Elsewhere he talks a lot of sense:

On Climategate:

   Fudging the data in any way whatsoever is quite literally a sin against the holy ghost of science. I’m not religious, but I put it that way because I feel so strongly. It’s the one thing you do not ever do. You’ve got to have standards.

On computer models:

   I remember when the Americans sent up a satellite to measure ozone and it started saying that a hole was developing over the South Pole. But the damn fool scientists were so mad on the models that they said the satellite must have a fault. We tend to now get carried away by our giant computer models. But they’re not complete models. They’re based more or less entirely on geophysics. They don’t take into account the climate of the oceans to any great extent, or the responses of the living stuff on the planet. So I don’t see how they can accurately predict the climate. It’s not the computational power that we lack today, but the ability to take what we know and convert it into a form the computers will understand.

On the uncertainty of climate science:

   The great climate science centres around the world are more than well aware how weak their science is. If you talk to them privately they’re scared stiff of the fact that they don’t really know what the clouds and the aerosols are doing. They could be absolutely running the show. We haven’t got the physics worked out yet. One of the chiefs once said to me that he agreed that they should include the biology in their models, but he said they hadn’t got the physics right yet and it would be five years before they do. So why on earth are the politicians spending a fortune of our money when we can least afford it on doing things to prevent events 50 years from now? They’ve employed scientists to tell them what they want to hear. The Germans and the Danes are making a fortune out of renewable energy. I’m puzzled why politicians are not a bit more pragmatic about all this.

On climate sceptics:

   What I like about sceptics is that in good science you need critics that make you think: “Crumbs, have I made a mistake here?” If you don’t have that continuously, you really are up the creek.

On carbon trading:

   I don’t know enough about carbon trading, but I suspect that it is basically a scam. The whole thing is not very sensible. We have this crazy idea that we are setting an example to the world. What we’re doing is trying to make money out of the world by selling them renewable gadgetry and green ideas. It might be worthy from the national interest, but it is moonshine if you think what the Chinese and Indians are doing [in terms of emissions].

On wind farms and nuclear power:

   I’ve always said that adaptation is the most serious thing we can do. Are our sea defences adequate? Can we prevent London from flooding? This is where we should be spending our billions. If wind turbines really worked, I wouldn’t object to them. To hell with the aesthetics, we might need them to save ourselves. But they don’t work – the Germans have admitted it. It’s like the [EU] Common Agricultural Policy which led to corruption and inefficiencies. A common energy policy across Europe is not a good idea. I’m in favour of nuclear for crowded places like Britain for the simple reason that it’s cheap, effective and exceedingly safe when you look at the record. We’ve had it for 50 years, but I can understand the left hating it because it was Thatcher’s greatest weapon against the miners because we were then getting 30% of our electricity from nuclear. We could build a nuclear power station in five years, but it’s the legal and planning stuff that makes it take 15 years. If governments were serious they would undo this legislation that holds it back.

In other words James Lovelock agrees with almost everything we sceptics believe. Yet still, in his most recent book The Vanishing Face of Gaia, he concludes that the damage caused by overpopulation, species decline and carbon emissions is already so great that modern civilisation is finished. Before the end of this century, he argues, rising sea levels and overheating will have rendered whole swathes of our planet uninhabitable and such few survivors as there are will have to make do as best they can.

This is more than just cognitive dissonance. This is borderline lunacy.
